Pres. Nixon appealed to foreign nations to join the U.S. in a firm policy of rejecting black ail and extortion when dealing with international terrorists. Nixon spoke in the diplomatic lobby of the State Department on March 6, 1973, where he dedicated a green marble plaque which contained the names of 20 Foreign Service officers who have died abroad since 1967 under tragic circumstances.
